scattered haulets, and to close a school on the ground of in- -efficiency would often mean to take away from the villagers the only possible means of education existing for then at present; on the other hand I cannot register a school which is hopelessly in- -efficient. In such cases I propose simply to leave the Ordinance in abeyance, and to enforce it only in respect of such schools as are situated within a nild's walk of the subsidised schools. If

the policy of subsidies proves suceessful, the number of subsidised schools should year by year be increased; so that within a short time subsidised schools will exist in every neighbourhood, when consequently the Ordinance can be brought fully into force without any hardship.
